I must admit I was not to famaliar with this character until mentioned to me by Pulp Citizen and after reading up on him and Scrap Iron appearing in some of the comics I've been reading I decided to have a crack at him.
This is a conversion from the Department X list and is the X Commando Technician sold with the Advanced Weapon Team. The head is also from Crooked Dice this time the helmeted goggle wearing Military Man head.
The position of the figure and the details though not perfect was very close. All I needed to do was file off the Department X symbol on the left sleeve and add some grenades to the chest (Space Marine Scout sprue).

The more difficult bit was find a head and I searched for ages but was unable to find one close enough. I already had the military man head and decided to have a stab at modifying it. The easy bit next was to pin the head onto the body. Next come the difficult bits I then needed to reshape the helmet. I first filed down the helmet rim. Then I cut two lines using a sharp scalpel from Front to Back keeping them as straight as I could. I then used some needle files to slow file the sides down. Finally I used Milliput to extend the helmet sides slightly and add the ear muff type sections. Once cured I then filed it down into a smoother shape.
Simple enough in the end and pleased with the end results. Next up was to make is missile system this was trickier and I searched high and low for 15mm tank turrets and all sorts eventually settling on an ebay find of the Missile Launcher from a Games Workshop Imperial Guard Sentinel kit. The Tripod again GW I believe is from a Cadian or Catachan heavy weapon team. Assembly was simple removed it from the sprue. Cleaned it up gluing the two halves the exhausts and then the missile pods. The only thing I removed was a single skull from one side. The Tripod already had a mounting hole and the lug on the missile launcher fitted perfectly so just a bit of Polycement and it was done.
The tripod was bigger than I hoped so had to put it on a larger 40mm base luckily I had some in my bits box from another project.

The finished results added another Cobra Decal to the helmet.
